PROTECTION OF CHILDREN'S RIGHTS


The Institution of the  Ombudsman, having dealt with a lot of cases involving children, saw necessary to pay a special attention to the interests of children. To this end they turned to the Save the Children Norway, asking for their support in the implementation of the Project aimed at  protection of the rights of children.


The main goal of the Project is  promotion of the UN Convention on the Rights of the Child and other international treaties regulating the children's rights and creation of the environment for its consequent implementation through the harmonization of domestic legislation with the mentioned instruments. The Project of Protection of the Children's rights, in accordance with the Ombudsman's authorities, directed its activities towards protection of the rights of the child in Republika Srpska. We are all obliged to plan the future of this country and guaranty protection of the rights of the child as enshrined in the UN's Convention on the Rights of the Child.


work on this Project comprises a wide specter of activities from its beginning including the analysis of the relevant domestic legislation regulating the status of children, survey of the field situation and lobbying and advocating for the implementation of the interests of the child. 


The Ombudsman primarily addresses specific problems of the individual or the child in relation to the authorities. Problem identification is part of the Ombudsman's engagement in acceleration of democratic process within the country and increasing transparency in the work of the authorities of  Republika Srpska.


In their reports and recommendations the Ombudsmen use their influence to make the legislative and executive bodies either to remove discriminatory regulations or such practice that leads to violation of human, in particular the children's rights. Publishing their reports, the Ombudsmen raise level of general awareness on the importance of human rights and make  influence to the authorities in order to increase accountability of their actions.


The Project activities comprise the following: 

- continuous efforts for the protection of fundamental and other rights of the children especially children of refugees and displaced persons and socially vulnerable categories 
- affirmation of the right to life, personal security and freedom of movement
- analysis and identification of main causes of dysfunction  of  the authorities in the process of children related decision-making
- removal of obstacles for the consequent implementation of the international treaties ratified by BaH 
- highlighting the importance of the children related regulations and commitments undertaken by BaH following its accession to the Council of Europe 
- protection of the most endangered categories of children from juvenile delinquency, poverty, inadequate education, drug addiction, vagrancy, violence and all kinds of harassment including material and physical abuse

RS Ombudsman pays special attention to raising of public awareness of the importance of protection of the best interest of the child, especially those living in difficult circumstances.


In the framework of this Project the RS Ombudsman is aiming at the following:

- global activities earmarked to the creation of prerequisites for the harmonization of the domestic legislation with the provisions of UN Convention on the Rights of the Child
- prevention of children's rights violation 
- creation of social and legal environment for the constant care of the best interest of the child
- support to the activities of individuals and associations acting towards the affirmation of the environment suitable to development of the child based on the principles of the UN Convention on the Rights of the Child
- co-operation with the GOs and NGOs and individuals promoting children's rights and support media promotion of the rights guarantied by the UN Convention on the Rights of the Child


UN Convention on the Rights of the Child 

UN Convention sets the obligation to the signatory countries to guaranty rights of the child, to implement it, respect and improve. This document reflects a comprehensive approach to these rights and clearly defines obligations on the part of the states to respect and promote the Convention rights for all children. In the light of the Convention created are strategies and signed agreements based on which the Entity authorities are to act in this decade. 

UN Convention on the Rights of the Child is a globally recognized treaty in the field of children's rights protection, which was ratified by Bosnia and Herzegovina more than once: 
- 1991 as one of the republics of the former Yugoslavia
- 1992 following the international recognition of BaH
- 1995 by signing the Dayton Peace Accord
